Frequently Asked Questions

Why are you rezoning?

Hines is committed to ensuring that Waverly Place remains a vibrant property that enhances our quality of life in Cary.  As such, we have proposed rezoning a portion of the property to facilitate mixed-use development, including additional retail and housing.  The retail will bring new, exciting concepts to the property, while the residents will help ensure the success of our small businesses.  The housing will also satisfy a critical need for our community in a format where residents can walk to a grocery store, restaurants, retail, fitness, events, and employment.

Is the proposed rezoning plan consistent with the Cary Community Plan?

Yes.  The Cary Community Plan designates Waverly Place, and the area surrounding the Tryon Road and Kildaire Farm Road intersection, as a Destination Center. There are only a few Destination Centers in all of Cary.  These are places where the Town expects an integrated mix of commercial, office, and residential uses, arranged in a walkable pattern, with an active pedestrian realm, where buildings front streets.

Waverly Place currently meets many of the stated recommendations for a Destination Center, but the area to be rezoned lacks two key components – residential uses and connectivity. This rezoning request will position Waverly Place to become the true mixed-use center envisioned by our citizens, and deliver on the themes of the Cary Community Plan for this particular site.

What uses can be built on site today, by right, and what are you removing?

Uses permitted today without a rezoning include a nightclub, bar, convenience store, car wash, vehicle service, gas station, outdoor storage, crematorium and funeral home, among others.  In our application, we are removing the ability to have those uses on site, because we believe that residential, along with restaurants and traditional retail, makes the best contribution to the property and the community over the long term.

Will the central greenspace be impacted?

The central greenspace will remain in place.  The rezoning will allow for additional restaurants to fill the gap between Gonza and Enrigo, where the elevated walkway is situated today.

How tall will the project be?

There will be a height restriction of the lesser of seven stories or 85 feet.

Does this project fit the context of the surrounding area?

Yes.  The 85’ height limit is below the elevation of WakeMed, which is approximately 95 feet.  In addition, WakeMed’s ground elevation is approximately 422’ versus 405’ at the Waverly development site.  Therefore, the total perceived height difference will be 27’ below WakeMed.

In addition, the rezoning area is separated by more than 600’ from the closest single-family residence.  The 600’ gap includes a tree buffer and medical office buildings.

What will the noise impact from this project be?

The project will reduce noise.  The source of existing noise on our property is through Waverly’s summer concert series and possibly from the loading docks.  By constructing a building in the parking lot behind the bridge, the building will serve as a barrier and noise from the stage will be reduced.  The same applies to the loading docks, which will also be screened by the new project, which will block noise.

How will the project impact stormwater?

The rezoning and redevelopment will improve the stormwater situation.  Currently, when rain falls on site, it immediately runs off the surface parking lots and into the surrounding bodies of water, without any treatment. In our application, we are committing to reducing the runoff for a 25-year storm to an equivalent of a 10% reduction in impervious area from what is on the site today.  Stormwater detention vaults and/or other infrastructure can be used to detain and then slow the release of stormwater, which will also reduce sediment and debris leaving the site.  The design of these systems includes chambers or areas that capture sediment and debris that would otherwise be washed downstream. These improvements will only occur in conjunction with rezoning and redevelopment.

What is the traffic impact?

For rezonings over a certain size, the Town of Cary prepares a traffic analysis report (or TAR) to evaluate the traffic impacts of the proposed rezoning. TARs are performed by one of the Town’s third-party consultants in coordination with Town staff and the North Carolina Department of Transportation and are required to meet the requirements of the Town of Cary Land Development Ordinance.

The TAR for the Waverly Place rezoning was prepared using traffic count data collected at 19 intersections in and around Waverly Place in April of 2023, after the effects of the pandemic had subsided.

The TAR found that when traffic is distributed between the multiple access points that serve Waverly Place, the impacts to adjacent intersections are practically imperceptible. The redevelopment would result in an increase in traffic of less than 2% at the intersection of Kildaire Farm Road at Tryon Road in the AM peak hour (or about one vehicle per minute) and an increase of less than ½ of 1% in the PM peak hour, equivalent to only one vehicle every six minutes.

Ultimately, from a traffic impact perspective, this is one of the best possible places to build housing. This is a self-contained area.  There is also no direct access from Waverly Place to any of the surrounding neighborhoods. There will be no impact to cut-through traffic on Lochmere streets, as all traffic from this property will use Kildaire Farm Road or Tryon Road. There is no reason for Waverly Place traffic to cut through the Lochmere neighborhood as it doesn’t provide a direct connection to anywhere and doing so would add travel time for these residents.

Waverly Place also has an extensive sidewalk network within the development, and the new residents will be able to use that network to walk to all of the existing restaurants, banks, and retail establishments within Waverly Place without adding vehicle trips to the external network.

Housing actually contributes less traffic than many of the uses, like a gas station, that can be built on site today by right, and that we are proposing to prohibit as a condition of the rezoning.  And studies have consistently shown that residential units within a mixed-use development generate fewer external trips than when built in isolation.

With that said, we are also proposing improvements to facilitate ingress and egress to/from Waverly Place and improve existing conditions.  In coordination with Town of Cary staff, we are proposing:

  • Bicycle and pedestrian improvements including buffered bike lanes on New Waverly Place, additional crosswalks within Waverly Place, and wider sidewalks in redeveloped areas.
  • A review of the internal intersection configurations at the time of development plan.
  • Turn lane improvements on Tryon Road at Kildaire Farm Road and at New Waverly Place, where the existing left-turn lanes would be lengthened to solve the issue of traffic backing up into the through lanes.  This is a public benefit that would not happen without this project.

Will there be enough parking provided?

Yes.  Additional parking will be provided in structured parking garages in the redevelopment area.  The upper surface parking lot and the surface parking lot in Whole Foods will not be affected.  Parking requirements will conform to Cary’s LDO.

Hines Welcomes Three New Concepts to Waverly Place

CARY, N.C. — Waverly Place, an open-air retail, dining and entertainment destination, will welcome three new concepts to the property in 2024. Farmside Kitchen, Two Roosters Ice Cream and Petfolk will open locations at Waverly, exemplifying the property’s mission to elevate the everyday lives of Cary residents.

Farmside Kitchen serves Farmbowls, its signature Americana-style grain bowls, with locally and regionally sourced ingredients. This woman-led organization values wholesome food and welcoming service, inviting patrons to its second location with an outdoor patio and ample indoor seating. Farmside Kitchen at Waverly will open near MOD Pizza and Shake Shack in the fourth quarter of 2024.

“We’ve been searching for that perfect second location for Farmside Kitchen for quite some time and we’re thrilled to have landed at Waverly Place within the thriving Cary community,” said Meg Schiffman, CEO and Co-Founder, Farmside Kitchen. “Our philosophy is to be good to our people, the planet, the community and your taste buds — and we can’t wait to bring that goodness to Waverly Place.”

Another iconic eatery of the Triangle — Two Roosters Ice Cream — will soon join the Waverly community with an expected opening over the summer. What started as hand-churning ice cream on the front porch of a North Carolina Piedmont farmhouse blossomed into a collection of five ice cream shops across the Triangle, and this Cary location will be the sixth. Strawberry & Honey, Sea Salt Chip Cookie Dough and Blackberry Hibiscus are just a few of the unique flavors Two Roosters has to offer, which can soon be enjoyed at the playground near this Waverly shop.

“For years, folks have been asking us to open an ice cream shop in Cary,” said Jared Plummer, Owner, Two Roosters Ice Cream. “Some of my earliest memories of Two Roosters life are serving ice cream out of the food truck at events throughout Cary in 2015 and 2016. We’re excited to plant some community roots in Cary and bring our locally made, award-winning ice cream to Waverly Place.”

In addition to these new eateries, Waverly will also add services to its directory this year. Petfolk is on a mission to improve the pet care experience for pets, their parents and vets. This veterinary services provider offers convenient pet dental care, vaccinations, urgent care and more at locations across North Carolina and the country. Petfolk’s Cary location will open at Waverly in the summer of 2024.

Summer Concert Series

Beginning in May and lasting through August, join us for Live Music Wednesdays in the Waverly Place Park, 5pm-8pm. You’ll be treated to a variety of popular, local bands playing a variety of genres. Make a date night of it or connect with friends and family. Bring a blanket and/or portable chairs to sit in the Park. Plan a late dinner at one of our restaurants or to stay after visiting one of our Waverly Place merchants.

Pups, Pints & Play

Waverly Place is honored to support Second Chance Pet Adoptions with our Pups, Pints & Play event, Saturday, March 18, 12-4pm. Second Chance Pet Adoptions is the oldest no-kill rescue organization in Wake County, having rescued over 17,000 since they began in 1987. Their  mission is to champion cats and dogs in need who are healthy or treatable in the quest to find their loving homes and engage with our community to promote responsible pet ownership, ultimately reducing future generations of animals in need. We invite you to bring your pups out to play or come alone to meet some of the cutest pups, young and old, searching for their forever homes.

Here’s what we have planned –

🐶 FREE 10-minute photo sessions with pet photographer, Joanne Wetzel, with Five Freedom Photography are now FULLY BOOKED.

🐶 Live music performed by a local favorite, Tommy Neiman.

🐶 Stuff a Subaru Challenge to pack a Johnson Subaru of Cary with donation items from the Second Chance Pet Adoptions wish list.

🐶 Pints of craft beer from Bombshell Beer Company will be available for sale $6 each with 100% of sales going back to Second Chance Pet Adoptions.

🐶 Binky & Bell will be onsite with their collaboration created original cartoon dog art. They will donate a portion of sales to local rescues and shelters like Second Chance Pet Adoptions

🐶 King of Pops will provide FREE King of Pup treats as well as FREE traditional pops for pet parents, while supplies last

🐶 Luna’s Little Boutique will showcase handmade dog bandanas, collars and leashes. They will donate a portion of sales back to Second Chance Pet Adoptions.

🐶 Paws B’Cause Designs will display and sell their colorful handmade marker drawn wooden signs or colored pencil drawings of dogs and quotes. They will also donate a portion of sales back to Second Chance Pet Adoptions.

2022 Tree Lighting
to Benefit Read and Feed

Waverly Place is excited to share this year’s Tree Lighting will benefit Read and Feed. This organization strives to strengthen literacy skills among underserved elementary school children and provide meals in a nurturing neighborhood environment. Join us in supporting their mission! Bring new and gently used books intended for children in grades K-5 to donate during our Tree Lighting event. Books honoring diverse backgrounds and experiences, including stories by and about people of color. Bilingual books (Spanish/English) are also greatly appreciated.

A donation site will be located in The Park area of the Waverly Place center during the Tree Lighting event.

Dewey’s Holiday Store

Waverly Place is excited to welcome back Dewey’s Holiday Store!

Dewey’s Bakery and the Athens Drive High School Band Program have partnered to bring the Dewey’s Holiday Store back to Waverly Place! Through this unique fundraising partnership, Dewey’s generously donates a portion of the season’s sales to the Athens Drive Band Program. This year’s donations will fund the band’s May 2023 appearance in the National Memorial Day Parade in Washington, DC as well as student scholarships, instrument purchases and repairs, specialized instructors, and other operational costs.

The store will feature a variety of Dewey’s packaged holiday favorites (Moravian cookies, traditional sugar cakes, cheese straws, etc.) as well as other North Carolina brands like 321 Coffee, Chad’s Carolina Corn, and Lew Wilson Art.

We’re also excited to have the Athens Drive High School Band as one of our performers at the upcoming 2022 Tree Lighting event on Friday, November 18, 5:30pm-9:00pm.

We’re excited to announce our 2022 Tree Lighting Celebration! Join us at Waverly Place on Friday, November 18, 2022, 5:30pm-9:00pm for a celebration of the start of the holiday season.

The Embers will be the official headliner with Craig Woolard serving as our Master of Ceremonies. It has just been confirmed; The Athens Drive High School Band will provide a musical march for the official entrance of  honored guests, Santa & Mrs. Claus. Then, we will officially light our tree to kick-off the event and you’ll be treated to an array of festivities including:

  • Aerial Artists
  • Photo Opportunities
  • A Hot Chocolate Bar

Wine & Brew Walks

Sip, shop and stroll Thursday, September 29th and Thursday, October 27th in support of the Kay Yow Cancer Fund

Guests can sample red, white and sparkling wine along with beer at select Waverly Place merchants. All selections are chosen by Triangle Wine Company. A $25 donation to the Kay Yow Cancer Fund to aid in the fight against all cancers affecting women allows access to the event, along with a sampling glass and Waverly Place Wine Walk Passport. Donations will be accepted at Kay Yow Cancer Fund booth in The Park. Tickets can also be purchased in advance online here. Guests must be over 21 years of age to sample wines.

The Kay Yow Cancer Fund was founded on December 3, 2007 by NC State women’s basketball Coach Kay Yow. First diagnosed with breast cancer in 1987, Coach Kay passed away on January 24, 2009.
